Down Payment Assistance in Florida: See What You Qualify For

There is more down payment help out there than most buyers realize, and a lot of people who would qualify never check. Florida runs statewide programs, Hillsborough County runs its own, and there are city, employer and lender programs layered on top. The calculator below searches them for the address you are looking at and your household, so you can see what may fit you in a couple of minutes.

How to use it: enter a street address and zip code, or just start typing a city or county (Apollo Beach, Ruskin, Riverview, Hillsborough County), then answer the household questions. It is free, and it shows you matching programs right on the screen.

Who qualifies for down payment assistance in Florida?

It depends on the program, but most of them look at the same handful of things: your household income against the county limit, whether you have owned a home recently, the purchase price, and whether the home will be your primary residence. Most also ask you to take a homebuyer education course and to use a lender that participates in that program. Veterans and people in certain professions often have extra options, which is why the calculator asks about both.

The part people get wrong is assuming they earn too much. Income limits are set by county and household size, and they are often higher than buyers expect. Check before you rule yourself out.

Who is eligible for the $35,000 down payment assistance in Florida?

That is the Florida Hometown Heroes program, run by Florida Housing. As of September 2026, Florida Housing describes it this way: up to 5% of the first mortgage amount, from $10,000 up to $35,000, for first-time buyers who meet the income limits and work full time for a Florida-based employer. It was built for the people who keep a community running: healthcare workers, teachers and school staff, law enforcement, firefighters and other first responders, court and public safety employees, childcare workers, and active military, National Guard, Coast Guard and veterans.

It is a 0% second mortgage with no monthly payment, deferred for 30 years. It is not forgiven, though. You pay it back when you sell, refinance, transfer the deed, or stop living in the home. Funding has historically been released in rounds, so ask a participating lender whether money is available right now before you plan around it.

What assistance is available for first-time homebuyers in Tampa and Hillsborough County?

On top of the statewide programs, the Housing Finance Authority of Hillsborough County offers down payment and closing cost help to first-time buyers purchasing in the county, through its Home Sweet Home Hillsborough program. It is a 0% second mortgage, and you apply through one of the HFA’s participating loan officers. The City of Tampa and other local agencies run their own programs too, and they open and close through the year. That is exactly what the calculator is good for: it checks the programs tied to the address you enter, so you are not hunting through county websites one at a time.

Does down payment assistance have to be repaid?

Sometimes, and it is the first thing to find out. Down payment help generally comes in three shapes:

None of those is bad. A deferred loan just means you want to know the balance before you list the house someday, so it does not surprise you at the closing table.

What is the biggest negative when using down payment assistance?

Mostly, it is the extra steps. You need a lender that participates in the program, there is usually a homebuyer course, and some programs cap the purchase price. The one I watch most closely is timing. In a competitive situation, a seller wants to know your loan will close on schedule, so pick a lender who closes these programs regularly and can say so in a pre-approval letter. With the right lender, an offer using assistance can be every bit as strong as one without it.

The other thing to weigh is the second lien. If you might sell or refinance in the next few years, a deferred loan comes due sooner than you planned, and that is worth knowing going in.

Do you have to be a first-time buyer?

Not always, and first-time is broader than it sounds. Many programs count you as a first-time buyer if you have not owned a primary residence in the past three years, so someone who sold a home a while ago and has been renting may qualify again. Veterans are often exempt from the first-time rule altogether. The calculator asks when you last owned a home for exactly this reason.

How much of a down payment do I need for a $300,000 house?

Less than most people think. With an FHA loan the minimum is 3.5%, or $10,500. Some conventional loans for first-time buyers go as low as 3%, or $9,000. VA and USDA loans can be zero down for buyers who qualify. Closing costs come on top of that, and many assistance programs can be used toward those as well as the down payment.

Is $20,000 enough for a down payment on a house?

For a lot of buyers in the Tampa Bay area, yes, especially paired with an FHA loan or an assistance program. The piece I would not skip is the budget after closing. In Florida your homeowners insurance, and flood insurance if the home needs it, usually get built into the monthly payment. Get real insurance quotes on the specific house before you commit, and keep some money in reserve. A payment you are comfortable with matters more than the smallest possible down payment.

Who should you call?

Run the calculator, then call or text me with what it shows you. I will connect you with a lender who works these programs every week and help you find homes that fit the program’s price limits. I am a REALTOR, not a lender, and program terms and funding change through the year, so your lender confirms the final numbers.

And tell me what you are picturing. Is it a yard for the dog, a spare room so the grandkids can stay over, or finally cutting the commute? Knowing how you want to live helps me point you to the right neighborhoods, not just the right price range.
